IN HIS HEAD Here's the President, ostensibly describing a recent conversation he had with John Kerry, as quoted by Mike Allen of The Washington Post:
"So I said to him the other day, well, how are you going to pay for them [your healthcare proposals]?" Bush said at the Ottawa County Fairgrounds in Holland, Mich.
